What if the goal is to draw battle lines and force people to pick a side? that’s how I read it. (I don’t have strong opinion on whether it’s a good idea to do so or not)

Maybe, but I doubt the intent is to force people to pick a side. It's trying to convince people, but it just really entrenches existing viewpoints.
