is this/he saying that awful ideas no matter how brilliant the execution can't succeed? so at minimum the idea must be so-so?

Actually his first point was that ideas in a vacuum are worthless. He was pushing back against that idea that a startup founder should get equity for an β€œIdea”. But I think that’s a fair secondary point.
