I propose rewarding it to the Top 500 holders. Specifically, half will be allocated to the Top 150 and the other half distributed among the remaining 350. This ensures fair distribution of the additional $DEGEN rewards, minimizing potential market impact from dumping.

Streaks. It's all about the streaks. Placing in the Top X% for the most days in a row. Longest streak that hasn't already won this week (to rotate winners) gets the biggest prize. Then tier it down from there.
