What if taxes were voluntary? If instead of making people pay a tax against their wishes we introduced new incentives into the system: You can choose to pay whatever percept tax you want, but your ability to influence how the money is spent, and your level of access to public infrastructure, depends on what you choose to pay.

while the (voluntary) tax is a prerequisite to influence what infra is funded it shouldn't be the only factor to determine allocation. The network can decide on the parameters by which members have more say in this system (impact score, for example). The tax component just makes it self-sustainable.
