Arbitrum and Optimism are parasitic to Ethereum in the same way Texas and California are parasitic to the U.S.

But that's more a question of states vs federal responsibilities - and it's a good conversation to have.

I think Ethereum will graduate from its loose Articles of Confederation era to its unified Federal Constitution era.
