Can users (in the future) restake into EigenLayer from Layer2s? If not why ?

Currently they cannot but I think a few LRTs and bridge provider are working on this feature. But I highly recommend restakers to check the underlying mechanism for "restaking on L2s" because they are built permissionless on top of EigenLayer. Why you cannot restake from L2?
