Interesting perspective. the “strategic reserve” can be seen as Trump's "door-in-the-face tactic. In a dark room, asking for a skylight would be rejected, but if you propose tearing down the roof, they’ll compromise and agree to install one. Ultimately, will the skylight be allowed?
