To avoid whoever controls the compute controlling the world: We either need to lower the compute costs of models or have democratic access to compute. The former seems more doable based on positive scientific progress and negative democratic progress. This also doesn’t take into account defense. In this scenario my gut says each country has a bunch of compute in deadlock with other country’s compute that they’re spending on defense at all times.

The point of Anthropic was to be a more closed, safety focused OpenAI fork, but if I was Anthropic I would be positioning myself as the AI company of the people and considering a token. Another instance of the more virtuous company losing.
