How if at all do we fix homelessness?

I think there are deeper-rooted issues that lead people into homelessness that if solved, would fix the homelessness issue - biggest one being addiction.

yep, and mental illness.

Definitely, but harder to identify and fix than addiction IMO Mental illness and addiction create a vicious negative feedback loop So my thought is that if you can stop the addiction, mental health improves, which hopefully makes it easier to solve other related issues
