In Salt Lake City the state just gave people homes. Not sure about the exact details. Also apparently the people you see on the street are often just the tip of the iceberg. There are even more people who have places to stay but are technically homeless, as in they don't have a permanent residence. This makes everything challenging because there are many things that require you have an official residence.

I think there are deeper-rooted issues that lead people into homelessness that if solved, would fix the homelessness issue - biggest one being addiction.

subsidize construction & reform code, mostly. there's probably something to be said about mundane improvements to labor crunch / disengaged population. things like bringing back shop class.
