I love Mitt Romney, but he is utterly wrong. Human ethics do not apply to state actors. We accept this the moment we grant a monopoly on violence to the state. Morality cannot be the rubric we apply to political leaders. It is dangerous to do so. The relevant lens is the national interest.

More specifically it is the head of state, who is responsible for the security of their people in an anarchical world. My comment is most pertinent to foreign policy, which is arguably the principal locus of power of the president.

Its an interesting thought experiment. For the logic to hold true, it must also extend to the Geneva Convention. I need to give it more thought but my initial reaction is its not a-moral and therefore heads of state aren't/can’t be either, even if we want them to be in theory.
