Early in my career, USAID was a client of mine. Took me all over the world. Met so many amazing humans across every imaginable culture, all working towards a better future. Its sad to see it dismantled like this. Strategically, it leaves a hole in American soft power and diplomacy abroad in areas we see fast increasing Chinese influence. I once worked as a contractor for one of their projects in Russia. Was a translator for a cattle feeding consultant from the US helping farmers in Siberia. I highly doubt he was spying for the plans of Siberian villages or the contents of cow manure.

Hard to know. Many foreign governments view it suspiciously (I was interrogated my fair share of times), but I never personally encountered anything to suggest it was. Foreign journalism and state department trade envoys are more effective for espionage imho.
