Storage relies on apps, users or infra-providers (e.g. pinning services/Filecoin) paying to maintain a node with a copy. The file remains as long as someone pays for or happens to host it (like torrents). Arweave is a layer 1 POW blockchain where miners process transactions and store the data. Each transaction includes a one-time fee where a portion of this goes to an endowment that funds on-going storage to persist storage. Files remain stored as a long as the chain exists (Like bitcoin but for Data), IPFS prioritises accessibility and flexibility, whereas Arweave shines wherever data permanence and provenance is important.'
