i /yoink & build in the /arweave ecosystem with PDS.inc

when you say permanent, can things be removed if it's the will of the blockchain or whatever like if somebody uploads something illegal ?  
will arweave be a separate data storage chain that other projects on different chains can use ? like so and so NFT collection data stored on arweave and the NFT tx is on base ?

I had a contributor get banned for using tor, all their contributions on my repo got wiped too (issues, PRs, etc), it was very annoying.
