it's the highest in South America now, and is higher than some European countries and approaching Portugal

i was in Uruguay in February and it actually feels a lot like visiting Europe

I meant people from MonteVideo last weeks, I've heard cool stories. 
But there is still some reason they want to move to Europe from there. Why is that if their country looks so great on chart?

It's just personal bubble. 
People shuffle not just from Montevideo. 
Usually chasing imagined opportunities as you are drawing, but many ended up unrealised and due conditions they not always like it I bet and returning.

how many people did you talk to? is it enough to draw conclusions?

many move from places doing well to certain hotspots (NYC, London, Tokyo) for real or imagined opportunities

my lawyer moved to Germany, didn't like it, and is now back in Montevideo

these decisions more complicated than broad economic indicators
