Is it intented that only 3,757,867 of the 4.5M was allocated Today?

when someone gets more allowance than the maximum, 
the allowance gets decreased to 10K becoming this extra allowance unreachable for other stakers ?

Yes, you’ll always get your share of the pool. If someone stakes a few million, they do lock up that part of the pool, even though they can only get a max of 10k $DEGEN daily allowance. That’s just how the game works for now. We might tweak it down the road, but we want to keep it simple for now.

Got it, I think this useless amount is going to be changing over time, depending on the amounts and percentages but could help to increase the total amount staked, 

is there a maximum of stakers getting max allo? or is it based on total allowance? meaning is the max: 450 stakers * 10K

We could also gamify the 'useless' amount, assign it to a random stakers allowance every day lol

yeah, this would make degen staking a bit more degen and lesser a whales thing.. a random amount allocated to random stakers with less than 10k that has been sending 100% of their tips the previous day or an other combination to get all these people a bit more happy and feeling part of the game?

A lottery aspect would be very cool indeed.

What to do with the "lost allowance" caused by people who lock more than needed to reach the 10k cap?

It can be added to the Openrank boost.

Benefit quality content creators who've been penalized by the new rules & prevent hundreds of thousands of $degen from going to waste
