Towards based rollups, do we have more concrete ideas and descriptions how this technically works?

The idea is to facilitate block-building through the L1 again, but L2s are for us to get the block-building removed from the L1. I can somehow not explain how this idea of based rollups is going to work, since the rollup centric roadmap appears to contradict the notion of based rollups. 

In my mind it sounds like we are just going back and forth, but at the same time I feel like I am missing some fundamental technical detail here. Are you guys aware of an explanation that answers this question? Could somebody maybe get @justindrake in here? 🤍
