How do you go about testing CI/CD locally?

Can you tell us more about what exactly you consider testing locally? I run everything in Github actions and I just try to make sure that the interfaces work properly together.

I had a bunch of actions separated into their own files, but I went ahead and combined them and was also trying to do some dependency caching at the start of the workflow. So was testing to see if that actually worked.
