Special Government Employees are only allowed to work 130 days in a 365 day consecutive period they’re simply following the law https://www.doi.gov/ethics/special-government-employees

130 days would give him until May 30 at the earliest (it only counts days that were worked), and there's a number of ways they could get around this if they wanted to. It seems clear the electorate and GOP members of Congress think of him as a liability. His approval is in the 30s.
