If someone is trying to move from their traditional job and break into crypto, what are the top 3 skills or programming languages someone should master?

if you're technical: learn how to write smart contracts and start building apps

if you're non technical: learn how to build community / brand with no code onchain tools like farcaster, zora, paragraph, highlight etc

On the technical side, it’s a struggle to decide which L2 to develop on. Feels like React/Angular/Vue rabbit hole and don’t have context to what’s best direction.

Base seems like a good start just with the backing of Coinbase alone. Investment in time once you dive in, so researching as much as I can.

Not a Web3 developer, but I would make choices based on (in no particular order) where the users are, where the useful primitives already are (money Legos ftw!) and which chains offer the best developer incentives.

I'm a software engineer in Northern California. My main strengths are C++ and Python.

The big difference between choosing a chain and choosing a dev framework is that users care which chain you're on. It's as much about choosing a community as choosing a technology.
