The biggest threat for third world countries is their brightest people emigrating to the first world. You can’t fix the hole they leave with immigration. And you won’t see the damage until it’s too late. 

China and India were able to bear it just because of the sheer number of people living there. Now they are at a state where the next generation of those that emigrated decide to come back. 

So as third world country you can get the most economic upside by making politics for young qualified people.
