whats the easiest way to get all events from a contract and filter them by name and a value of a parameter on optimism?

You could do it retroactively in a database product like Dune/Flipside.

Select from the logs table & filter on topic / value. You may have to deal with raw hashes if the contracts aren’t decoded though.
