I think doing such things privately and out of band from the main protocol will have a centralizing effect as Warpcast will be the only client with this verification data.

Yeah, it would be great if verification data lived on Hubs. Even better if there's a standard spec for different verifications that individual clients can choose to recognize or ignore.
