I disagree:
The rise of web3 is not built upon web2's fall.
Interestingly, it coincides with Twitter finally getting better and trying to be profitable. This underlines a basic rule of capitalism: If there is a successful player, then there will be even more place for alternatives (grow-the-pie mentality).
