i can't ignore all the crime reports but also don't want to overstate the issue (esp. with multiple elections coming up and right wing candidates boosting propaganda budgets)

Depends on Benchmark. Eastern European cities are generally safer.

Wouldn't say that. I don't want to say things I am unsure of, so I would recommend you look up the data on all of this. Here's too guesses:
- EU's big cities are on average much safer than US's
- Eastern European cities are good value for money
...Western Europe has network effects on its side.
