because you have to get duns number to get the apple dev membership for a company

That's not Apple though. The folks at DUNS are notoriously aggressive with their outreach / data sales tactics.
Maybe you meant, Apple's irresponsible in that it chose to use DUNS? That just means there's some $$ being exchanged between the two. "It's just business"

Virtual phone numbers are recycled more frequently than regular numbers so it's very likely that this number was already on a bunch of lists before you got it. This has been my personal experience too - got a bunch of numbers through OpenPhone and started receiving spam calls even before I'd used them anywhere

Yeah I used OpenPhone for Merkle and it's been great.

This is a shame. I am pleased to know that you can use GV for apple dev though, many times services do not accept ip based phone numbers
