gm, i registered a new phone number specifically for apple dev program because you have to get duns number to get the apple dev membership for a company spam calls don't bother me too much on this phone (it's virtual lol) but it really shows how irresponsible apple is with dev data https://i.imgur.com/PiRC9nb.png

That's not Apple though. The folks at DUNS are notoriously aggressive with their outreach / data sales tactics. Maybe you meant, Apple's irresponsible in that it chose to use DUNS? That just means there's some $$ being exchanged between the two. "It's just business"

Virtual phone numbers are recycled more frequently than regular numbers so it's very likely that this number was already on a bunch of lists before you got it. This has been my personal experience too - got a bunch of numbers through OpenPhone and started receiving spam calls even before I'd used them anywhere
