Is this by design or by iOS policy? I find the in-app notifications super useful, but don’t want notifications enabled at the system level.

I believe iOS level. But a workaround is to turn on notifications on web, then they occur on an app level Eg will show your notification feed of who caused a notification, even if it doesn’t go outside the app based on your iOS settings
