Is this by design or by iOS policy? I find the in-app notifications super useful, but don’t want notifications enabled at the system level.

I turned them on iOS then turned on who I wanted to get alerts for here, then turned em back off on iOS … a bit of extra clicking yet has worked fine for me, though I only have used alerts a few times here.

this is not an ios policy in-app notifications and system-level notifications can be decoupled

I believe iOS level. But a workaround is to turn on notifications on web, then they occur on an app level Eg will show your notification feed of who caused a notification, even if it doesn’t go outside the app based on your iOS settings

I have never seen this before, how does your phone system notify you when a particular person casts? And why?

In-app notifications although super useful, they come in rather late With almost a 5 minute lag

iOS policy I guess. Just don’t turn it on and you should be good to go
