Of course, contributors can easily break it by deleting casts, and signers have the same power too. But you could add restrictions on the app level, for example, valid blocks must use a specific signer issuer, and participants must have something to lose (stake?) if they delete a block.

Might be a nice pop-up-chain tech used in a similar way as lightning channels.
