Re: snapshots. Who operates the snapshot service, how are they incentivized, where is the snapshot stored? Who publishes snapshots? How can a hub find the right snapshot to download? Is the snapshot hash published onchain? In subsequent blocks? I think this section needs clarifications.

Snapshotting definitely needs verifiability, maybe worth looking into latest blockchain development for that (think state proofs)
