Empire Builder

I'm trying to build an empire for @l--o--l 
The contract is 0xFc0b7B3Bd5E0dbC29eE12f7d0d401a93f2045093 an according to https://basescan.org/token/0xfc0b7b3bd5e0dbc29ee12f7d0d401a93f2045093#balances I'm the top holder.

However, the Empire Builder says "You must be one of the top 5 holders of this token to make it an Empire."

What do I have to do? I also tried with the address that deployed the contract, it doesn't work.

Or did you deploy the base contract elsewhere/yourself?
