i'm confused by this - did they or didn't they make UK user data less secure and private?

What's changed is they have removed the ability for apple users to be the only holder of the private key that is used to access the users encrypted cloud files. Previously when this feature was activated this key was unknown to apple and not stored on apple servers and only stored in the user's device. With this latest change the key can now only be stored on apple servers meaning the UK government can now use court orders to make apple provide the key to them, whereas before they would have needed to coerce the user into providing the key.
