People don’t want to see uninteresting replies and casts. Best way to solve for that is weight historical inbound engagement for a user, i.e. PageRank-like score for every user. Disproportionally hurts new accounts. Making it harder to get started.

I’m not entirely convinced that deeming replies "uninteresting" is preferable to having no responses at all, especially for newer accounts with fewer followers (although I do agree that quality matters significantly more as engagement increases).

One idea to support new users could involve “leveraging reach”, primarily from accounts who refer or introduce them. Exposing the posts of new users to a subset of the recommender's followers could provide a “quality of content” metric from these accounts. (1/2)

Say their casts produce minimal engagement, both the new user's and the recommender's scores would decrease. This would discourage indiscriminate promotion of new accounts unless the recommender genuinely believes their content will resonate with their audience. (2/2)
