Technologies can be bogged down and hindered by being added on to and added on to over time by 'improvements.'

It typically isn't feasible to scrap it all and start from scratch with all improvements integrated into a new product.

Considering where something like this might actually be attempted, I would think it may be deployed in a smaller nation state that had some major political turmoil that needed an injection of stability.
