trying to set up an upgraded runner for github actions on heimdall does heimdall really have to be in an enterprise org to use github hosted runners? i'd like to not have to go self-hosted, but that might be my only option 🦦

@becker if you’re just looking for larger runners and don’t want to manage your own infra, there are a few options out there.
