Explorers probably work around this. There is a way to get Arb block number as I now know (BUT ITS NOT block.number) see https://docs.arbitrum.io/build-decentralized-apps/arbitrum-vs-ethereum/block-numbers-and-time#ethereum-block-numbers-within-arbitrum
