I can guess at why Phantom only allows one pending transaction in its systems for a given BTC address, but the fact that I can't initiate a BTC send because I've got BTC incoming from a swap is definitely a choice. Imagine if I couldn't swipe my debit card because my paycheck deposit was still processing. 

Guys, computers can do multiple things at once. Phantom's aware of this, right?
