I think you’re confusing Warpcast (sufficiently decentralized social network) with Degen (a token that is distributed by the tipping system)

Founders of degen decide how much total allocation of allowance there is. 

And it can vary according to many different things.

So is there an elite deciding for the rest? How decentralized is that?
