Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I want to open a shop for a business around where I live presently. It's a student's area so I want to set up a shop for accessories for phones, computer systems, then do photocopying and printing. There is absent for light in this area, so I want to include a charging spot for charging of gadgets. Been looking at this for a while now, I estimated the sum of #500,000 ~ 335$. If I can have this then I can start a life and build the business. Thanks
