When you have factored in at least an estimate of the actual value, including externalities positive and negative of what is being done. So, a local council considering if it should sell a piece of wetland to developers should evaluate not just the market value of the land but the water filtration, flood protection, pollination etc etc benefits the land provides before putting a price on it. And the value of a business that produces single use plastic cutlery should be assessed not just in the service provided and profit it's making but in the pollution, landfill etc etc costs it is currently offloading onto the public to pay.
