would've probs said Lisbon but haven't stayed there long enough to confidently recommend Porto has a manageable size to meet most of what i think you'd like (and most of what you enumerated above) good public transport/walkable, sea, intl. enough, some crypto teams, pretty chill lifestyle, decent CoL, green spaces
