The Ethereum Foundation could issue soulbound NFTs to the authors of EIPs/ERCs as a token of appreciation. Since many boast it in their social bios, it's clear that there is value in showcasing it

The EF doesn't "own" ERCs or EIPs. Anyone could do this, though: you just need to link authors' github or emails to an ETH address and use that to gate the mint. If you were to do it, I'd recommend also requiring the EIP be Final (maybe with a delay?) to avoid spam.
