Pardoning Ross was performative and political. Trump probably didn’t even know who he was prior to making some backroom deal with the libertarian party of New Hampshire. No libertarian (and I even mean the bizarre US abhorrence of this term) would vote for Trump given how protectionist and authoritative his policies are
