Modern brutalism in UI takes on patterns of anti-design (https://www.nngroup.com/articles/brutalism-antidesign/), which most of the time aims to offend rather than help. "Because bad design is funny and we hate designers and harbour contempt users" - citation needed. It's reactionist without substance or any nuance.

So are you more annoyed how the collection of the design elements work together rather than any individual component/color/style/etc itself?

TLDR: hate it all. That’s the thing - design systems only work in relation to a specific product that understands what its customers use it for. Elements in isolation are fundamentally useless. It’s hard to craft elements that work well together for some hypothetical use case because form should follow function.
