$17m is crazy But $10k-100k is super common Yes legal agreements (many ways to renege post sale) , usually commission based, almost always starts as a DM Source: Friend who built and sold a lot of interest based accounts and another who buys pages on behalf of another agency to build niche based content networks

Yes there are brokers! Some are more reputable than others. It is a combination of tracking down people, having an inside person at X (much harder since Elon took over) to take over inactive accounts, and research.
