This is a positive flywheel. 

1. The old user casts after a long time.. 
2. Others get notified and have a new content to read. 
3. The old user gets instant attention and dopamine boost.
4. The old users posts more, creating more content for others to consume.

Repeat for all the returning old users. 

This will fail if the old user is not getting attention after 1 week or so. I hope @dwr has some plans for these users.
