The monetary premium is important for Ethereum, as it implies that it can be used for economic activity within the ecosystem. High fees limit the activity that can be carried out to only what is financially viable. The best scenario, of course, would be having scalability on L1 for the protocol's value capture. However, if scalability occurs on higher layers, another important factor is whether Ethereum is still being used in those economies or if it becomes abstracted.
