I answered in the poll, but will restate here: I think if the artist hasn’t specified they can use the work that way then they should not. BUT if they are going to then they should give SOME compensation as a tip or buying some of their work for sale. Artists need money to survive like anyone else selling production.

Of course, but let’s assume they don’t/can’t/won’t pay, would you rather they use/display your art or not?

I'd rather they didn't use it personally on their devices and certainly don't want them displaying it on something more public or using it as is in a derivative without permission or compensation. 

I mean it's not that much of a financial burden to tip someone at least if you are going to enjoy their work every day as your phone/monitor background. And it's just rude and unethical to use someone's work without permission or compensation in a public manner or a way that you'll be making money on.
