Currently ARB is valued lower than OP, even when taking into account FDV. All while ARB has a significantly higher TVL and Activity. 

It feels like the market is grossly misvalueing this, and with ARB below it's bear market ATH I think it's due for a pump.

Agreed, however I think part of the speculation in the price in OP is if it can capture some of the value that Coinbase can push through base in the payments space.

Yep. Also seems like Op is close to having interop across the superchain. Being able to use Zora, Base, Op mainnet etc. seamlessly will be an absolutely massive UX experience for ethereans.
