At the end, there does need to be a physical link between a private key and a person to distinguish AI vs human. I don't think there's a workaround

Best proxy would be to look at history of participation in different activities and things, and developing an algorithm to determine if it seems "sufficiently human" with the idea of credentials, but I think even non-sentient bots may be able to overcome this.
